'The 15th Five-Year Plan period is a key time for our country to leap from being a major petrochemical country to a strong petrochemical nation. Promoting high-quality development of chemical industrial parks and building first-class petrochemical bases is an important mission for the industry over the next five years,' summarized Li Yunpeng, Party Secretary and President of the China Petroleum and Chemical Industry Federation. During the 14th Five-Year Plan, our country's chemical industrial park construction achieved impressive results. The standardization level of chemical industrial parks nationwide improved significantly, and their industrial capacity was greatly enhanced; innovation, green development, and smart capabilities in chemical parks all saw comprehensive improvements; and enhancing the competitiveness of chemical parks became a key agenda. For the high-quality development of chemical parks during the 15th Five-Year Plan, Li Yunpeng proposed focusing on five major enhancement projects: First, implement the industry enhancement project to continuously improve industry development levels and optimize industrial spatial layout. Second, implement the innovation capability enhancement project to cultivate new momentum for high-quality industry development. Third, implement the greening enhancement project to make the industry the main base for green and low-carbon transformation. Fourth, implement the smart enhancement project to foster new business forms of 'AI + Chemicals.' Fifth, implement the supporting capacity enhancement project to help the industry reduce costs and increase efficiency.
Han Jingyou, a second-level inspector of the Department of Raw Materials Industry at the Ministry of Industry and Information Technology, pointed out that China’s chemical industrial parks are still behind in reaching high-quality development targets. First, there’s a lot of lag in standardized construction. Some chemical parks have weaknesses in planning management, building safety and environmental protection facilities, and setting up monitoring and warning systems. Second, the quality of development needs to improve. The proportion of smart chemical parks is low, and some parks are weak in competitiveness and have low levels of digitalization, making sustainable development difficult. Third, there are issues with inefficient development. Through on-site surveys, it was found that some parks have no projects under construction or only small-scale projects, some projects are underperforming, and some supportive facilities are completed but the related projects can’t start production.
Ling Yiqun, Party Committee member and Vice President of the China Petroleum and Chemical Industry Federation, chaired the meeting. Ling said that the five major improvement projects need to be coordinated and implemented step by step, with strengthened policy guidance and standard support, to boost the competitiveness of chemical parks, build top-notch petrochemical bases, promote high-quality development of chemical parks, and lay a solid foundation for a strong petrochemical nation.
Yang Ting, Deputy Director of the China Chemical Economy and Technology Development Center and Secretary-General of the Chemical Park Working Committee of the China Petroleum and Chemical Industry Federation, gave a report titled 'National Chemical Parks’ 15th Five-Year Development Outlook,' outlining the goals, key projects, and mid-to-long-term prospects up to 2035 for chemical parks during the 15th Five-Year Plan.
Besides focusing on local innovation breakthroughs, learning from international best practices is also an important way for parks to improve. AICM Chairman Xia Fuliang mentioned that since 2019, AICM has been collaborating with chemical parks to hold safety salons, promoting the concept of responsible care, building a platform for cross-cultural corporate exchange, and actively shaping the industry’s image.
Lin Xiaoming, a member of the Nanjing Municipal Government Party Leadership Group and deputy secretary of the Party Working Committee and director of the Management Committee of Nanjing Jiangbei New Area, introduced that Jiangbei New Area, as a core base for high-end chemical development in Jiangsu Province, has a considerable industrial scale. It will focus on fields like high-end chemicals and new materials, building innovation platforms and pilot bases to help the new materials industry reach a new level. Chen Qingguo, Party Working Committee Secretary and director of the Management Office of Nanjing Jiangbei New Materials Technology Park, gave an industry presentation. Zhu Xiaolei, Party Secretary and General Manager of Adisseo China, shared experiences of doing business and nurturing industry in the park based on the company’s actual landing in Jiangbei New Area.
At the same time, the conference also held multiple special sessions on smart, safe, green, high-end fine chemicals and new materials, with over 1,500 participants.
